I refuse to believe that he was not intentionally referencing William Hartnell, who considered the Doctor a “cross between the Wizard of Oz and Father Christmas,” when he said this.

Of course he was referencing Hartnell. Capaldi obviously knows all the shibboleths and apocrypha and is a big enough nerd to recite them at every opportunity.
